This publication on Women and Men in CARICOM Member States - Power
and Decision Making: 1980-2000, is another attempt to compile
gender statistics in a regional publication.
Power and decision-making was one of the areas identified by Caribbean
countries for attention in the preparation for the Beijing
Conference in 1995. Commonwealth Ministers of Women’s
Affairs also identified this issue as important and called
on all Commonwealth States to increase women’s participation
in decision-making to 30 per cent by 2005. Additionally, The
Universal Declaration of Human Rights articulates that everyone
has the right to participate in the Government of his or her
country. Similarly, in other aspects of the decision-making
process and in policy formulation such as senior level government
positions, managers of companies andorganizations and the
judiciary, the composition of the society should be reflected.
While in other spheres of activity in the household and in
the community women have demonstrated considerable leadership
qualities, the general tendency worldwide is for a low proportion
of women to be involved in economic and political decision-making.
Exploratory as it is, this publication seeks to give within the limitations
of the data, the status of the situation in Member States
with respect to the nature of the inequality that exists in
specific areas of the policy and decision-making process and
an estimate of how close the Region is to achieving the goal
of 30 percent participation of women in decision-making by
2005. The tables include: Parliamentary Assemblies, Public
Order and Safety Occupations, Senior Level Positions in the
Government Service and Managerial and Other Professional occupations.
