(CONVENING)

The Caribbean Community (CARICOM) Secretariat wishes to advise Member States that it proposes to convene the Thirty-First Meeting of the Standing Committee of Caribbean Statisticians (SCCS) in Port-of-Spain, Trinidad and Tobago on 6-8 November 2006. The SCCS Meeting will be followed by the Fourteenth Meeting of the Regional Census Coordinating Committee (RCCC) Meeting on 9-10 November 2006.  Trinidad and Tobago has tentatively been identified as the venue for these Meetings. The Secretariat will advise Member States as soon as the venue and information on the meeting site and hotel accommodation for delegates have been confirmed.

1.                  The theme suggested for the Thirty-First Meeting of the SCCS is "The Preparedness of the National Statistical Systems in Member States to Meet the Demands of the Establishment and Monitoring of the CARICOM Single Market and Economy (CSME)".  The issue of regional development with reference to the achievement of the United Nations Millennium Development Goals (MDG) will also be included under this theme.

2.                  The Provisional Agenda for both Meetings are attached.  The Secretariat would be grateful to receive by 29 September 2006, any additional item(s) which Member States may wish to have included on the Agenda of the above-captioned Meetings. This information should be accompanied by an explanatory memorandum on the proposed item(s).  Member States are also requested to inform the Secretariat of papers related to the Items on the proposed agenda that they wish to present at these Meetings.

3.                  Member States are asked to note that the SCCS Meeting will focus on the implementation of the Regional Statistical Work Programme (RSWP) and the Resolution calling on Member Governments to invest in statistics as a priority in the Region, as the mechanisms through which up-to-date empirical data on the establishment and monitoring of the CSME may be derived. The RSWP and the Resolution were endorsed by the Community Council of Ministers in January 2005. Member States are therefore requested to focus their progress reports on the various themes of the RSWP. Further, Member States will also be requested to report on any initiatives already in progress or proposed, to restructure their respective National Statistical Offices/Systems.

4.                  In respect of the measurement issues of the MDG, the Agenda will also focus on the availability of information within Member States to produce the MDG Statistics and Indicators and other core social, environmental and economic indicators that are considered relevant to guide the process of development at the national and regional levels.

5.                  The Fourteenth Meeting of the RCCC will focus on moving forward with the 2010 Round of Population and Housing Censuses in Member States, relative to the regional strategy of support and initiatives and national plans that may have already commenced.  The completion of the Census Data Analysis of the 2000 Round will also be reviewed.

6.                  The Secretariat would appreciate receiving electronic copies of papers which Member States wish to present to the Meetings by 13 October 2006 for posting on its Website.  Information about the Thirty-First Meeting of the SCCS and the Fourteenth Meeting of the RCCC will be made available and updated on www.caricomstats.org on a continuing basis.
